These commands require more parameters

Ralph's commands, even substituting the correct username, produced "missing operand" errors when I typed them into the Terminal. Basically, they were missing the part of the command that tells the system who the new owner should be.

In my case, I got Notes 8 to finally launch with only this single command:

sudo chown -R jsmith /home/jsmith/lotus/

where you substitute "jsmith" for your actual username

I have also put a more complete "How to install Notes 8 on Ubuntu 7.0.4" entry on my blog here: http://www.lotusguru.com/lotusguru/LGBlog.nsf/d6plinks/20070820-76A4A4

Hope this helps.
